[thelist] cookie on/off detection

Well, I guess that's one way to do it, but I don't wan to have to set a
cookie, test for it, expire it, then test for another and set it if it doesn't
exist.

What I want to do is check for a cookie, if it doesn't exist, pop-up a window,
then set the cookie so the pop-up doesn't happen again fot the rest of the
browser session.  If cookies are disabled, I want to skip the pop-up
entirely.  Thanks anyway.
