Check out this site http://www.macwindows.com

It has a wealth of info pertaining to all aspects of networking Macs and
PC's together.  Tells you what equipment and software you might need to get
to share printers, internet, files, etc.

Since you already have two IP addresses for the RoadRunner that portion
should be pretty easy.  You actually only need one IP address and then use a
hardware router or a software router (such as IPNetRouter for the Mac).  I
believe Win98 even has routing built into it (though I'm the worst person to
ask about Windows).  All of that is covered in depth at macwindows.com.
