Sounds like you're using a sledgehammer (browser
technology) to crack a nut (GUI shells).

If it's WinNT, for example, drop shortcuts with
bound icons into c:\winnt\profiles\all users\desktop
on each machine... other Windowses have similar
folders.  Macs someone else can help with (spit).
