Yes you have - and I agree. I thought Outlook sucked until I used Lotus Notes
(4.5 for all you sports fans out there). I'm hand-quoting with >s here btw

Not when you use it structurally, to denote actual paragraphs. We're
all too used to it being used as just a generic block-level tag.

Thus an extended quote with paras in makes *perfect* sense. But
you're right, general tags in a specific tags don't make sense. But
in that sense, <p> is more specific than <blockquote>

Agreed. Designers who do <p><span class="blah">stuff</span></p>
get a good kicking from me (especially as it can screw the last line
of a para if the class has differing sizing/leading to the definition of
<p>
