This goes right to the heart of a conflict between those who have a
message to communicate (aka "the business") and the users.

Popups are really useful to notify users of something without
losing the original context - not just ads/service announcements,
but interactive stuff like logins. Think of the classic .htaccess password
box - it's a popup.

However, unless it's clear that it offers benefit to them, users really
get angry at popups, particularly if you take away their control by
removing any of the following:
* scrollbars (*especially* if the page is too long to scroll)
* Resizability
* closability (I will personally disembowel anyone who suggests that
   onClose(openWin()) is A Good Thing)
* Location Field (less important if it's an interactive widget)

If you absolutely *must* use a popup, it's a better idea to just use
target="_foo" - that way you maintain all of the above.
