My (IANL) reading of the CoP, and the reading of the legislation by pretty hot
lawyers I've
worked with suggests that web sites are not excluded, therefore they are covered
by Section21.

The legislation is cast in very broad terms so as not to allow loopholes by
future developments
(like, say, a global communications infrastructure).

Note that the requirement is to make 'reasonable adjustments' (again,
undefined), which the
advice I've had is to interpret this in terms of the WAI priority1 requirements.

They rang back.

At first they said that web sites weren't covered by the legislation.  We
spoke some more.  They checked again and then said that the sites could fall
into the 'services' category...

So, it appears that they don't know the answer themselves!

I asked them to confirm their advice so that I could dangle something in
front of the Clients.  They suggested the Code of Practice...
