The short answers: Dump the built in IIS ftp server and choose one of: 1) FTP-ServU (http://www.ftpservu.com) -mega wide install base, some would say the de facto standard, pricing starts at US$40. We use it here (Ti3) and it is great 2) War ftp daemon (http://serverwatch.internet.com/ftpserver-warftp.html) which is a pretty powerful Win ftp server. Its free, open source, and a script kiddie favorite.
