well, yeah... and Opera 5 doesn't show 'alt's as tool-tips, but we're 
talking about browsers that *do* show tooltips, as well as non-
graphical browsers...

when it comes to title, i only add it if i have content, instead of 
making the browser's rendering engine parse a blank attribute...

but i'm anal retentive...
