This was brought up a few weeks ago I posted a hacked solution at the time:

IE5 on the Mac ignores margin attributes in the body tag unless there is
javascript in the header. The javascript does not actually have to do
anything, putting
<script language="javascript">
</script>
Will usually do the trick. 

The other option is to define margins in a style sheet.
