[thelist] comments in XHTML

XML comments are just the same as HTML - e.g. <!-- --> so they are the same
in xhtml.
The other tag that seems at first sight to be an exception to the rules is
the
<?xml version"1.0"?> tag which in actual fact indicates a special processing
instruction (which is why PHP uses <?php CODE HERE ?> as far as I
understand).
