You also have to get the file path right.

Assuming your include file is accessible from within the
URL tree, a better way to go is

<!--#include virtual="/resources/ticker.inc" -->

where the path works like a normal URL link, so
in this case, will point at
http://www.yourdomain.com/resources/ticker.inc

The advantage of a root-relative path like this is that
you can keep the same code on any page, without having
to work out relative paths between the 2.

I thought it was as simple as this;
