It seems that you're arguing that your site has a thousand
pages ("It's lots of separately managed smaller sites aggregated
together rather than one big one"), not that thousand page sites
don't need some kind of CMS.

Man, I disagree with this - it's not true 100% of the time, but admitting
fickleness, neither is anything else. Disobey is approaching (if not over)
the 1000 page limit, and because each section is different in design and
purpose, it's not an issue at all.
