The percentage would be based on your target audience.

It would be safe to say that any modem user, from 100 baud to 56k baud,
as well as some cable modem users, would have IPs that change.

That's why for logging programs, using session/client variables and/or
cookies
is more reliable for repeat visitor tracking.
