Removing the DTD fixed the problem. Removing the URI did not, nor did
assigning fixed height attributes to the table cells.

Now I have a new question; does XHTML preclude the use of pixel-perfect
layouts in Netscape 6, since without a doctype the document isn't
well-formed, but with a doctype the tables fly off the handle? Or is there
something wrong with my code that causes the table to render differently
from how I want it to?

I don't really need to use XHTML, because I won't be using XSL documents
with it, but I thought I would try it out. I'm also attracted by XML's
promise of better interoperability.
