Hi,

  I've had very good luck with www.readyhosting.com. Your first
account is $99 a year and the rest of your accounts are $49 a year (I
think that comes out to $4.05 a month - haven't done the math lately).
They offer just about everything and as the "main account" you have
access to all of the "reseller" accounts under you. Standard
disclaimers about not working for the company and just being a happy
customer apply.
