Ignoring your poor taste in sarcasm, AFAIK the screen reader JAWS will read
tool tips.

<tip> I have created a colourful nav bar with Paint Shop Pro and used the in
built Image Slicer to create the links. Unfortunately the code it writes
does not validate. Learn from my mistake, if you intend on using code that
you haven't written yourself always validate it before you use it throughout
your site :( </tip>
