Try 'ipconfig'. Launch it from the console or it will dissapear before you
can read it!

ipconfig                       ... Show information.
ipconfig /all                  ... Show detailed information
ipconfig /renew                ... renew all adapaters
ipconfig /renew EL*            ... renew adapters named EL....
ipconfig /release *ELINK?21*   ... release all matching adapters

I dont know if there is an equivalent GUI application like winipcfgas to
ipcfg in 98.

Thanks for the mySQL tip too, that will come in handy.
