OK, I see the role the spacer plays.

How come the tab_cap.gif, which is the rounded black
portion of the navigation control to the right of the
GO button, is within a cell with a width of 1%, but
yet the .gif has dimensions of 25 X 116?  What does
the "width="1%" accomplish?
