I don't know about cheap graphics programs:
I use Fireworks sometimes, but it isn't that cheap all on it's own...
better deal when bundled with Flash or Dreamweaver.
(I see that desmoinesmetro.com uses Flash...)
Why would you make image maps? I'm just wondering...

Fireworks, like ImageReady, makes it easy to slice images up,
but it will make an image map, too. Anyway, you can try Fireworks
