We're playing with that as well - and one of the things is that you keep
queries as qry_*.cfm files - which are then included -- which is
precisely the original question.

Includes are rad, and serve the same kind of purpose as variables -- an
abstraction layer for commonly used items. That's a weak definition, but
it'll have to do. :-)
