I guess to be totally anonymous, you can make this a
web-based system.  Where the users complete the email
form online, which submits to a database and simply
notifys the appropriate person.  Then that person has
an admin area where they can view and respond to
messages, totally anonymously since all the user knows
is that web site.  

The user would get an email response back, then to
reply, they could click a link within the email which
takes them back to a web form to respond again.

This would also be a nice way to save/archive
discussions, if there was a need.
