I can't see that there is anything actionable about the work they have
"copied" in that the elements they have copied are generic enough that I
can't see that they would be covered under a copyright.

What might be actionable is if the design is used in an attempt to confuse
or mislead customers of your friend's site into thinking that the sites are
the same or similar.
