In outlook express, you can also choose whre you want to store your mails.
It is under tools -> option -> "maintenance". Then choose your document
folder (you have one, don't you?), and the next time you'll install windows,
you'll make outlook repoint to this folder.

By default, outlook places it's mails in the Windows\Application
Data\Identities [...]
