SSI will work on UNIX if the admin has it set-up to work for you.

Also try deleting the space between <!-- and the #.
Like this: <!--#include file="who.html"-->

Also, calling from within either the .shtm or .shtml extension usually does
it.
Thus concludes my knowledge of includes.
