An excellent use I've found for Dreamweaver:

Do your design, layout, etc. in Illustrator, Photoshop, Visio, etc. Create
the html/jsp/etc. in Dreamweaver (I usually have to create the page a couple
of times to get the html as clean as I like ... whenever you tweak in DW you
get less-than-ideal code). You can specify which browsers you want to
support in DW.

I use the "template" tool in DW. This allows you to LOCK sections of the
page. The client is free to add news, but s/he can't change the navigation
bar or the tables. This has been a GODSEND.... the client feels empowered
because s/he is updating the site independently, but s/he can't screw it up
any more than you allow.

It's easy to remove the code that makes the site lockable ... but not
incredibly easy to figure out if you're a Dreamweaver newbie. I've found
that clients pick up basic Dreamweaver text editing and uploading very
quickly.
