Sounds like you've got quite a project!
That's cool that the kids are excited.
As good as it's going to be to have them working on code, giving them some
basic tags and all, please emphasize that HTML, DW, Flash, etc., are all
just tools -- and they're changing fast.  By the time these kids are out of
school, it's going to be completely different.  (Anyone here still using
Logo?)
Playing around with code and programs is going to keep their interest level
up, but the most important skills for them to learn are principles of
design, logic, and life-long learning.

They recently purchased Dreamweaver, and unfortunately the teacher doesn't
even have a clue how to use it.
