Doubtful.
But if you have access to acrobat, you can define the point of the PDF that
displays first, so that when a user opens the PDF, it will jump to that
point in the document.

If you are trying to make multiple links to different places in the same PDF
however, that technique might not work well, you'd have to make multiple
PDFs.
