[thelist] nested table spacing

I thought I was pretty slick at HTML - the browsers just keep throwing me curve balls.  This time it
is a
complex nested table inside a table cell with a background image.  What I am trying to do is get the

table (containing the words search nlm, a text box and go button) spaced in the center of the cell.
presently it is squished at the top.
