Close all your browsers and if you use Netscape Mail, close that too. Go to 
your profile directory. Usually, c:\program files\netscape\users\<your 
profile name>.

Look for a file called Cookies.txt - delete it or rename it.

When you fire up Netscape next time, the Cookies.txt file will be 
recreated. One way to fully stop Netscape 4.x from accepting "permanent" 
cookies is to write protect this file.
