[thelist] HTML Tables for layout rather than strictly for data presentaion

As I understand it, the direction is to use CSS for layout.  Unfortunately,
CSS support varies across browser platforms and can result in less
consistent results than tables.  Until support is better than that of
tables, designers will continue to use them for layout.
