a sized popup suffers the likelihood of appearing like one of those annoying
popups that users are so quick to close.  furthermore, as a user i have my
windows sized in a manner that i prefer (i *never* surf full-screen).  open
a sized window that i have to resize and you've added another step to me
viewing the content with the additional likelihood that when i close that
new window my preferred default window settings will be altered.
