I saw this in an MSDN Voices article at
http://msdn.microsoft.com/voices/dude04232001.asp.

For Internet Explorer users:  When you click on a hyperlink sent to you
in e-mail, you may find that the page referred to appears in a browser
window that is already open. The reason for this is simply to make the
most efficient use of the resources of your computer. But you do have
the option to always open fresh browser windows.

To implement this, go to the Tools menu and select the Internet Options
dialog. Under the Advanced tab make sure the "Reuse windows for
launching shortcuts" option is not checked.
