Use DateAdd:

#DateAdd('h',-4,Now())#

It will even magically take Daylight Savings Time into account.

I imagine this pretend energy crisis will completely screw stuff like 
that up. Didn't Kennedy or Nixon keep us on permanent Daylight 
Savings time for a while?
