First, I apologize that nobody can access the link I gave out. I am currently
talking to the admin about making it publicly accessible...

Why's that stupid? It's the only way to make sure a web page
gets its own URL. A bad (and lazy) implementation of frames
would be where the URL is the same for every page in a site.

It's stupid because you don't need to load frames again that have already been
downloaded. Using different framesets for every page only serves to increase
download time. As far as creating a different URL with frames, I suggest this

I used exactly this approach on the OED Online tour, which has
just 31 tour steps but is made up of about 230 web pages
