.htaccess can be used anywhere you need to modify Apache's behaviour. It 
also affects child directories. Having it in the web root will affect ALL 
directories of the site, and I don't think that is want he wants with his 
current solution.

I use several .htaccess files thoughout my sites to modify Apache for 
different reasons and stuff them into their target directories because I 
don't want that behaviour site wide. One such behaviour is File Indexing, 
which I definitely don't want site wide. ;-)
