[thelist] max length of a URL?

256 characters rings a bell, but that may be more than a little out of date
(probably v3-).

does the HTTP spec have a max limit on how long a URL can be?
is it governed (or would it be) by the HTTP spec?

and independent of that, any ideas on how long before the
browsers choke?  i know from experience IE has a limit, but i can't
for the life of me remember what it is...
