No. Mozilla has two different modes for rendering pages. Specifying a 4.01
transitional DTD, or none at all, forces the browser into 'quirks mode',
which emulates the non-standard behavior of older browsers.

Without a URL, it's hard to say why your page 'won't display properly'...
