i'm leaving it in
i thought i heard something like the web server sends a header, which tells
the browser which charset to load, and then along comes the html in the web
page and says "here, use *this* charset," and the browser says "okay, sure"
and loads that... even if it's the same one...
whatever, it's the right charset in the end

bill, that cnet page featured an ad with sound (the monkey with the
phone -- "even a monkey could do it" -- like i'm ever gonna buy *their*
product if they think i'm as dumb as a monkey...)
thanks goodness we don't see too many banner ads with a soundtrack
