So I do not need to rename my .html files or change my include statements to
switch from an Apache to an Nt Platform?

Not in my experience.  You can name them what you want, but .asp is a good
idea
if there is any actual asp code in the file as it will prevent visitors from
grabbing your source code.  If you use .inc they can grab the source.

Do all included files need to be named .inc or .asp to perform ssi on an
NT/200 platform??
