Not in and of itself. CGI is 'common gateway interface' and provides for a 
method of server side processing in communication with a browser.

Depends on circumstances. That's one way to go. I'm not sure from your 
question though why that's needed. To keep sensitive data safe it needs to 
be encrypted at all times that it is web accessible. That means using https 
instead of http for the page(s) that collect and display the data. If 
you're going to ftp that data elsewhere you'll need to use a secure ftp or 
else encrypt before transferring.
