As the lone counterpoint to everyone's glowing recommendations of that
steaming pile of turds WarFTPD. I guess you should take these suggestions
with a grain of salt...or not ;-)

First, IIS is by far the most powerful Windows FTP server out there in my
opinion. It supports every imaginable feature, has the best scripting
language support(ADSI, VB.....), and is documented very well. If it is too
hard...well...no comment ;-)

Formerly G6, this is a very lightweight, ultra-stable, and easy to set up
ftp server. My favorite, for smaller tasks.

Raiden FTP is new, but by far the fastest ftp server around. It also rivals
IIS in power, via a very nice scripting language, and command line utils.

Finally IPSwitch's WSFTP Server is very integrated with Windows, and it
comes from IPSwitch so you know what to expect.
