Under NT with Activestate Perl, whether the header is needed
or not often depends on whether you're using perl.exe or
perlIS.dll to deliver the script.  IIRC perlIS.dll will
give you better performance but may require a header
delivery line adding or removing to work correctly.

If, as you say, you have a colleague who's running the same
script on an identical server without issues, this is
almost certainly the issue.
