My feeling is that <br><br> has always been wrong. I think the proper way to
use <p> is to use the </p> tag as well.

Here's a paragraph with a header:

<p><b>Header</b><br>
Blah, blah, blah. Blah.</p>

<p>Why, looky here -- a second paragraph!</p>
