Thank you everyone.  I found it under the eye dropper.

You can straighten out a crooked photo thus:
Find your measure tool and draw a line across the angle of the item 
you want to straighten.

go to:
Image > Rotate Canvas > Arbitrary

The correct angle of rotation required to straighten the image will 
already be entered into the Rotate Canvas dialog box.
