You might want to have your friend check out www.doaproject.com
They are working on a new site right now and should have it up in a couple
of weeks.
The new site will have better features for both members and project posters.
But I post projects on there quite often for programming needs and there are
usually a few projects for web design/development that run through every
month. All project postings and members are pre-screened for the site so
you'll never get any crap from them.

You may also want to search google for things like "project postings"
"freelancing", and "web design contracts". This might get you a few more
leads on sites that offer that type of work.
