it's a good idea to account for it, but keep in mind that the 216 web-safe
palette isn't really safe at all... for instance, 16-bit displays won't show most
of it the way an 8-bit or 24-bit+ display will... in fact, you've really only got
22 colors, according to some, with which to play if you really want to stay
safe... regardless, yes, you should be familiar with it, but how much you
test it is up to you and your audience...
