Well, I quite like Dev-C++ by Bloodshed Software:

I doubt you can download Borland as it's "proper" sofware, like M$ Visual
C++, but I'm prepared to be corrected by a more knowledgeable person than
myself.

sorry if this is off-topic, but i would really
appreciate if someone could please let me know how i
can start using C or C++? can i download any of the
"desktop programming environments"? like turbo-c++ or
borland c++?
