Regarding Search Engine Submission programs, I really 
recommend that you hand submit your pages. Most paid 
submission programs submit your site to Free For All Link farms 
which are now being heavily penalized by the major engines. 

In addition, bulk submission to engines like AltaVista is impossible 
now. Submitting your entire site to Google, rather than merely an 
index link, will promptly land your site in the cellar if it gets listed at 
all. If that isn't enough, the majority of submission programs exist 
merely to get you email address which they promptly sell.
