Subject: [thelist] detecting javascript?

Does anyone know the best way to do this?

I need a way to detect if the user has javascript enabled and if not display
a message telling them to enable it. I can only use html, no asp or cfm
includes and the site consists of over 150 pages. Should I use the noscript
tag on each page to display the message?
