can you hide where they're downloading it from so they couldn't snoop for
other .pdf files they're not supposed to be able to download?

One way to "discourage" snooping in the file folder is to place a small,
redirect file in the folder named index.htm or index.html

For example,
this is the folder containing all the folders containing all the folders
containing all the images on my website:
